What were God's intentions when he created Adolf Hitler?

God's intention when He created Hitler, or anyone of us was so that we could ALL have a personal relationship with us- however all of us, including Hitler has a choice how we will live. Don't blame God, blame people. We are all created by God, and we all fall short of His glory- however He loves us so much that He desires to save us through Christ's blood- Hitler chose to kill - not God
