Someone is trying to kill my grandma's dog!?

someone is leaving bits of meat around my grandma's apartment and everyone including the apartment office thinks its tainted and is there to kill her dog.the office said there is nothing they can do since they don't know who it is.my grandma thinks it might be one of two people Living in her building ,but she has no proof.does anyone have any suggestions on what to do?
